Loose material - cut steel or aggregate is blocking the drill bit or between drill hole and drill bit! Apply wrench and rotate drill bit in both directions while drill bit is under tension. Disconnect drill bit from the drill motor and drill over with a larger sized drill bit.
The drill stand was not properly attached and slipped during drilling. The machine no longer drills and loses power due to the lateral friction of the drill bit. Disconnect drill bit and remove. Break and pull the core. Start again with improved fastening of the drill rig. If drill hole is misaligned, drill over with a larger sized drill bit.
Too little water used in drilling. The drilling dust produced during drilling cannot be flushed out of the cut by the little water and jams the drill bit. Use as much water as necessary until the drilling water constantly flushes the drilling dust out of the cut.
